Netflix said they spent $15B on content this year. My question is: where the hell is that money going? If The Witcher is one of their more prominent productions, how come it looks so amateurishly-made? Are blond wigs really that expensive?

Good, realistic-looking ones that photograph or film well are surprisingly pricey (though on that budget...), especially when you're dealing with long ones that have to move well (where you're frequently going to need to use human hair).

I honestly can't tell if Cavill's wig is good or bad.
I come down firmly on the side of bad. It sometimes poofs up in the back to make him look onion-headed in a way I've not seen on people with actual long hair.

Those, and terrible makeup on the women. Every shot I've seen from The Witcher looks like the Instagram selfie style of makeup.
Also, if I can instantly find the jewelry and accessories a production is using by searching Amazon, they need to do a better job of customization.
To be fair, Geordi LaForge wore an obvious banana clip on his face for a couple of seasons.
