Or not, as I've lived here my whole life and never heard of it. In my head, the big division between Nor Cal burritos and So Cal is whether or not you put rice in it, not french fries.
There's a Peruvian dish called saltado that mixes fries in with steak and veggies and sauce, maybe it's a riff on that?

I'm not a fan. I don't generally like potatoes+carbs. Never have. Pierogi is completely wasted on me.
