With shorts you can refer to the inseam without dealing with the torso/arm length variables.

I am thinking now of when I was my student's age and I had chambray pants that I wore to work. We had a no-denim jeans rule, but to me they were not jeans because they were not denim and they were kind of flowy. I figured I would wear them and see if someone said anything. No one said anything, but at the end of the year, I didn't get a raise because I broke dress code. I was really mad, and I still think someone should have probably said something, but on the other hand, I can't believe I expected a non-costume/sewing type person to distinguish chambray pants from denim j.
I definitely had to tell an employee that her denim trousers were not OK in a no-jeans office. Now I wonder if they might have been chambray, but I'm pretty sure they were denim.
If you have to fondle the fabric to determine if the pants qualify, they may be too close.
