No, Korra hallucinated that Kuvira was actually the Avatar!Korra that she'd seen several times on her wanderings.
I'm glad that Korra at least tried to settle things without violence, but I don't think she tried very hard. Like, she never sat down with Kuvira to learn much about what was going on in the Earth Kingdom, didn't do any investigation (and as far as we know, Korra doesn't know about the reeducation camps), and basically her diplomacy consisted of standing around saying, "Don't fight!"
I also have to say that I think Suyin is kind of an idiot. She's apparently a good manager, but she has crap strategic sense. I'm pretty sure she wouldn't have made a good leader for the entire Earth Kingdom, although I don't think she would have sent people to the camps for disagreeing with her, either.

Even though I feel bad for the character, I LOVE that Korra's issues were not solved by simply removing the poison from her body. Just because she's physically better, it doesn't mean she's mentally better.
Yeah. As much as I want to have Korra back to normal, I appreciate that they didn't have removing the poison magically make everything better.

I'm in the same boat. I was hoping for a reaction shot after she turned away from Kuvira in the final scene, but no such luck.
I did love earlier when Varrick had so much trouble with the vine container after Zhu Li was carrying it no problem. Made it clear how little physical work he actually did himself.
