Standard deviation of 13 seconds means that nearly everyone takes between 8 and 34 seconds, though, right? That seems not at all like "roughly the same period of time" to me, as far as times less than a minute go.

If the distribution follows a bell curve, about two thirds of everyone. However, if I'm reading this right, they're saying that the average time for almost every species is 21 seconds. They all tend to cluster around the same point. The standard deviation is within each species, not between the averages for each species.
