That reminds me of le nubian's story about the student who cancelled the meeting she had "scheduled" but had never told le nubian about.
The faculty member we are waiting on never confirmed the meeting. So we are likely waiting on someone who will never show up.
Depending on the congeniality of the committee members, we would proceed with the defense, and assuming that the oral defense was judged adequate and the document fixable, the Chair would meet with the remaining member to ensure that that person's concerns were also addressed.
Of course, the student must know that if the last committee member wants to be obstinate, the whole thing might have to be done again. But I've never seen that happen.
Getting four or five academics to show up in the same place at the same time is sufficiently difficult that you have to make allowances. You never know when one of them might have "an idea" and be lost to the world for a few days.
I am in hell, people.

thankfully I am not the committee chair (I am really anal-retentive in terms of my students organizing their meetings) so I am not going to worry about this. I will sign the forms and be on my way.
