My guess is that the stuff that's coming off is a skim coat and the person who did it either used the wrong stuff or didn't properly prep the wall.

Or it's just been 100 years? I'm sure it's been at least 60. So if I pull off what comes easily, and do a new skim coat, I should be OK, right? And that seems sufficiently diy-ish?

Worst that can happen is that it comes off again. Mine is water damage, bubbling, not just cracks, so I think I'll have to learn to plaster properly.

Right? That's my gut feeling. Especially since we have a guy who could fix it now if I really fuck it up. Metal mesh business and joint compound seem doable.

That's one thing about living in a house this old (and one owned by a crappy slumlord for a couple decades before): it's survived worse than my attempts at repairs, and even neglected, it survived. At least I care and am trying.
