So, I am constantly surprised when I encounter serious incompetence. I'm about ready to march into another office and give them a lecture about HOW THINGS SHOULD BE DONE. Is it a sign I am an optimist when I am surprised so often?

I think it is a sign of an optimist, and probably a good thing? Especially if you do actually lecture the people!
