Yes. It's the best drugstore one I have found. For my wedding I used a brownish color and layered a regular red lipstick over it, and it lasted pretty well. If I use straight red, it never fails to turn hot pink after a couple of hours.
Re primer, another option is the Monistat anti-caging gel which is virtually indistinguishable from the pricy make up counter stuff.

I SWEAR by Makeup Forever's Aqua Rouge lipstick. Doesn't really budge for 8 hours on me, even after eating and drinking. Also doesn't transfer to the other person after a kiss. Awesome colors--my favorite blue-red comes from this line. Sephora carries it.
You do have to make sure your lips are smooth though. Exfoliate and use some lip balm about 30 minutes before application.

I am so, so thankful my doc gave me (insisted, actually) on giving me the 'scrip letter for medical marijuana. It helps with my pain issues and the insomnia. I stick with tinctures and "medibles", because Pete hates the smell of the smoke.
