Tubbs will eat all the food whenever he shows up. If you put out more food while he's there he'll leave, but if you just let him sleep it off he'll give you a bigger tip. Luckily, Tubbs only appears outside, so once you expand your yard you can put the more expensive food inside to spare it from his appetite.

Tubbs has definitely been inside my house (my Neko Atsume house, that is!). I think maybe he only likes the less expensive food? I can't check now because I'm on a self-impose cat collector break until I do an arduous task I've been putting off.
Yeah it's a good idea to switch up the toys. And you can use the regular fish to buy golden fish.
My strategy (before) was to switch up toys and use the gold to buy a few nicer toys and occasionally food to get more gold and then once I had a variety of toys switch them out and hoard all the presents until I could buy more gold fish/save the gold fish to get the expansion.
Also if you go in the catbook it will tell you which cat played with what toys the most so if you want one to come back just set one of those down.
