We (faculty and staff) were just sent an email from HR with the subject line "Sexual Harassment time."
Um, I know that periodic training in sexual harassment guidelines can be a PITA, but is this really the most appropriate subject line for an email?
Hey, at least it's better than all emails being titled "Fred" because the ED doesn't believe in subject headers.

I would like a universal rule, anytime you do an organization-wide email and put all members in the to: line, you are banned from email for 7 days.

This seems perfectly reasonable to me.
