Why is it contractors and various other services either call my house phone when I am at work, call my work phone when I am theoretically at home or decide to call my cell when I've explicitly told them to use one of the other two numbers due to impossible reception?

Luckily, I didn't NEED to be at home for this estimate, so I was at work when they called.
