Sort of. Last summer, some of the responsibliity (including RESPA issues) over very large banks (U.S. Bank qualifies) got transferred to the new Consumer Financial Protection Bureau. So the CFPB may be the person to talk to.
The good news is, because so many agencies are involved in supervising banks, thrifts, credit unions, etc., the consumer complaint sections of the agencies have become very good at transferring complaints that have been sent to the wrong agency. So don't worry too much if you send to the wrong agency -- it'll get sorted out.
