I have used spray-on oven cleaner for getting that kind of gunk off, but you need to make sure you have ventilation and you keep any pets away.

The bonus is that I could clean the oven. Which also hasn't been cleaned in that aforementioned unspecified very long amount of time.
Is it tacky to wrap the drip pans in aluminum foil? I seem to recall my grandma doing that.
They ARE cheap to replace. You can use soaking, Brillo then Magic Eraser, but it might be worth the $12 to buy new ones.

My mother did that, too. I suspect it's not really necessary if you clean them periodically.
