Naively, however, I can't properly believe in them thinking it's okay to talk (nay, brag) about it in front of strangers that way. Jesus.

It's both cognitivie dissonance and the kind of behavior valorized by some of the bro-type comedies, I think. And stuff like those guys, the players, too, I think. Looking at women that way is pretty common in this culture: fungibility is a feature, not a bug.
