Yes, but I think he had more power yesterday than he did today. This is from the statement he gave:

President Hosni Mubarak has decided to step down from the office of president of the republic and has charged the high council of the armed forces to administer the affairs of the country,

If I'm understanding correctly -- and flip a coin on that -- Egypt's constitution says that the VP takes over if the president is temporarily unable to serve. If the office is vacated there's a different scheme. Although it seems they're bypassing that as well by giving control to the army. The protests were about amending the constitution as well as getting rid of Murbarak, so that probably needs to happen before an election can take place.
