I'm guessing it's an incredibly clunky and twee way of meaning they were chanting Fuck Katrina and Fuck FEMA.

That sort of reminds me- There is a billboard in my city that says "Instead of dancing with the stars, try dancing with your children" I get what it is saying (pay attention to your kids), but is it referencing the TV show? It is not capitalized or italicized. And I feel like the TV show would be annoyed. My coworkers think I am being too literal, but I think if they are referencing the TV show, it is really bad figurative language.

They're definitely referencing the tv show, but (I imagine) in a way that's not actionable by the show's lawyers.

So annoying! I tried to do laundry, but the g.d. machine wouldn't take my quarters. Well, it took 2, gave me credit for 1, and wouldn't take any more. So I'm down 50 cents, and still no closer to clean underwear. BAH. Of course, I could go to the laundromat, but I don't wanna.
