Your best bet would (I think) to find a used engine and have it installed. Dunno how much that would cost or how to google it - your best bet might be to call a few shops you find in the yellow pages. (eta: they might have resources for tracking down a used engine for you too)

You could just buy your own. Some cost less than a 100 bucks and you just suction them on and you're good to go.

I'd only use it once or twice a year - the main advantage would be the ability to have GPS in Canada without paying roaming charges on my phone.

[eta: Damn, these have gotten cheap! Is this a good deal? I've only ever used Garmin models so no idea how good the Tom Tom maps are [link] ]

Yeah, probably.

Except we have no money at all - my dad will help out with the repair cost, but only up to about $1500. If it's more than that, no help, and the only money we'd have to buy a car with would be the $400 or so we'd get selling this one for parts. Which will get us...maybe half a scooter. Or a month and a half of zipcar. Fuck fuck fuck we're fucked.

I dunno, depends on the condition of the rest of the car. If everything else is working well, a car with a $3,000 new engine might be better than a $3,000 used car (plus taxes). A $3,000 dollar used car is probably going to need a repair (or maintenance) or two pretty soon. If you have the budget to buy a more expensive used car, then it's probably time to do it.
