I ended up going to AutoZone, and it turns out, I just wasn't putting enough force into it. In fact, I'm not entirely certain I have enough strength to get the coolant overflow tank open on my own, even still. Did manage to master the engine oil cap, though.

WS, as JZ says, those caps often have little tongues that have to be matched up with notches and then the cap can be pulled straight up.

That's how the last one was, I think. But this one... just ordinary threaded closure, but for some reason requiring a lot of brute strength.
