Even if the context is such that making the gesture is wrong, I still don't think it should be treated the same as an actual gun. In general zero tolerance means zero brains. I don't remember any case where zero tolerance works out well. Take a strong stance against bullying, drugs, sexual harrassment other bad things. But "zero tolerance" always ends with things like suspending two kids who are having a mock fight, expelling a 5 year old who kisses another five year old, suspending a kid for not checking in her tylenol with the nurse.
