He's got it a little confused. Leon Theremin was an electronics genius who invented the theremin. KGB agents kidnapped him off the streets of Manhattan and forced him to work for the USSR spy biz for the rest of his life. Weird and horrible but true.
And it's not just a theremin player who was a Russian spy, it was professor Leon Theremin himself.
Not only that, but Leon Theremin was the inspiration for Boris Badenov.
