Also where we live in CA we aren't allowed to flush the litter, I have no idea what the reasoning is, but it is clearly stated that it's not supposed to be done.
I believe that flushed cat litter puts microbial parasites into the sewage system that can harm coastal wildlife. I dunno if that is why there is a law about it, but I know that's why it is a bad idea in certain areas. For more info: [link]

And flushing human waste doesn't? That seems odd. Flushing clay-based litter is understandably a bad thing, but WBCL is just processed corn. So one would be flushing corn scraps and animal waste products. Kinda like every movie theater in the US, only for a different animal.
