There is no policy about it, just that line and it was probably a flub.

I continue to be in a hateful mood. To get things done so mac can start the new afterschool on Wed (the goal was to ease him into things, get settled in school first.) I have:
called Dr. office for hours to pick up copy of immunization info
filled out and copied registration and emergency info cards
called afterschool office for clarification on 2 points
called babysitter about Friday availability b/c my dad now may leave as soon as Fri. morning
called YMCA about coverage for halfdays and school vacations b/c new afterschool does not provide coverage
To do one thing takes a million steps.
I should say the context of the speech was community service, so it really wasn't scary in context, but it was a boneheaded way of putting things. For every Obama gaff there is a conspiracy.

To me, it sounds like it could mean anything. From a militia to Girl Scouts.
I'm not sure how the Girl Scouts could be just as powerful as the military. Unless they've all earned their Marksmanship and Heavy Artillery badges.
