When I was in elementary school, we always went back the Tuesday after Labor Day, but by the time I was in high school we were starting a week or two earlier.
I've heard of some school districts now that are shortening the summer and adding in longer winter and spring breaks instead, which makes a TON of sense to me from a "not forgetting everything they learned over the summer" perspective. (And also gives people more flexibility for taking their big family vacations in the off-season if they want.)
The school year seems so long here, going to the end of June. I kind of hate it. I think summer should be at least 12 weeks. I realize when we were in school our year was shorter and we did not get a week in Feb PLUS a week in April.
