Assuming volume stays constant (which it won't , really, but let's assume it anyway...) P1/T1=nR/V=P2/T2 so P1/294=P2/260 [converting to Kelvin], P2/P1=260/294=0.884

So about 12%

Anyway, my bike tire pressure is a little on the low side at 70 degrees, so perhaps I wasn't crazy when I thought they were noticeably low on the ride here.
