Let's see. If the conservative had wanted the shots and been unable to procure them, the conspiracy would have been that the Liberal Elite were secretly using up all the flu vaccine, leaving God's People to die.
If the conservative was one of the anti-vaccination nuts the conspiracy would be that the Liberal Elite were attempting to poison God's People with the flu vaccine (and avoiding jabs themselves).
Basically, Obama wants him dead, and the 82nd Airborn isn't enough to get the job done.

Basically, there's a point when the Obama-hating stops actually being about (or, hell, making the excuse that it's about) anything at all and just turns into randomly pointing fingers at nothing.
It's kind of like when my MIL makes the really exaggerated sneery faces and say, "well what do you expect from the government!" and I have to point out again that she's a government employee.
