FYI, my housemate asked this episode "Why doesn't the FBI agent go after the hot neighbor?" When I told him that here people referred to her as the dumpy neighbor he said you were all insane. He noticed her from the first episode.
I think it's less a fat joke and more a "look how desperate she is" joke.

Yeah, I thought she was gorgeous from the get-go, and thought the whole point was that Not!Helo is too buried in work to notice the hot girl next door.
Yeah, I read it as Mulder is too busy to notice Scully.
I didn't notcie her until this episode and to me she came off as more painfully shy than dumpy.
