TV generally does much better than movies, in large part because the format allows eps that focus on different characters and stories from a variety of angles, but that doesn't give movies an out, IMO.
I don't think even Serenity passes it.
It doesn't help that people generally talk about River rather than to her.

In 2008-2009 season, they cancelled THREE awesome shows I was fannish about that passed the test regularly (the other two would be Pushing Daisies and The Middleman.) In retrospect, I marvel at the fact that these shows even got made in the first place.
kids tv with girl leads: Word Girl, Sabrina, Winx, the mouse ballerina one, Martha Speaks
And there used to be the awesome Clarissa Explains It all. Oh, also Sabrina the Teenage Witch, which was not so excellent, but between Sabrina and her two aunts, there was a lot of girl power on that show.
