I'd say moreso in the later episode where he basically seduces the Romulan commander, Kirk acts unstable, and the two of them conspire to pretend that Spock kills Kirk in self-defense, where they are trying to steal the cloking device. In Balance of Terror, the main suspicion is by Ensign Flobotunum who, (a) is on Spock's shitlist, aware of it, and pissed off about it, (b) seems to have a prejudice against Vulcans, possibly only based on (a), and (c) lost family to the Romulans in the prior war (that last point I'm not 100% sure of).

Sorta. There's a pay lot (near the Brown Line station), or you can search the neighborhood and pro'lly find something within a block or two. Western might work, or maybe Wilson East of Lincoln.
