So the policy is that you can be gay, just not do anything about it EVER?
Someone else can probably explain it better, but the policy is called Don't Ask, Don't Tell. Obama keeps saying he's going to get rid of that policy, but won't actually say when it's going to happen. The way the policy is supposed to work is that you can be gay and be in the military, as long as you don't let anyone know that you're gay, and the military isn't allowed to ask you if you are. But if you do tell someone that you're gay (and "telling" includes off-duty conduct in view of another member of the armed forces, like this guy did -- kissed another guy at a party where he knew there were other NROTC people), then the military is allowed to investigate and can kick you out.
