Okay in my head I can hear the difference between ma-CHURE, ma-CHER, and ma-TURE, but not the difference between tee-VEE and TEE-vee. Am I being dumb?

No - the first is a clear pronunciation difference and the second is just a stress difference. The different stress between TEE-vee and tee-VEE doesn't change the sound of the word the way the difference in stress between harASSment and HARassment, for example, changes the actual sound of the word, so maybe that's the difference... that you're not hearing.

Not entirely sure what I just said, but it made sense in my brain.

I think the real question here is, did you know the word spondee before? (Like a dog with a bone, I am.)

Well, I studied lit, so I better know what a spondee is. But the truth is, somewhere along the way in grad school I unlearned almost everything I ever knew about poetic meter. I'm not sure why. I think it was a classic Freudian reaction formation against DeManian close reading.
