Balsam can be a skin irritant (it is often used in cosmetics regardless), though I will say it's one that's never seriously bothered my otherwise easily annoyed skin when in a carrier oil. Like, say, olive.
(Which is to say, you can probably get away with it being used for SERIOUSLY UNHOLY reasons, but mightn't want to use a bad reaction to it for drama or hurt/comfort. Comedy, OTOH?)

Yes, I gathered that balsam was a bad thing. Sufficient googling led me to discover that myrrh, otoh, should be fine and dandy for the, ah, purposes, and is an equally viable ingredient. Ahem.

Again, assuming it's diluted in a carrier oil, it's totally plausable that it wouldn't cause pain or damage. Myrrh is what I use in my hair oil. Well, with some other stuff. Okay, basically, two of the three gifts of the magi go into my jojoba oil base. My hair smells like an Orthodox service.

Balsam's only bad from a possible skin-irritant perspective. It can cause contact dermatitis.
