Some places have you rent them separately at an additional fee.

Every now and then, I think I might actually be a little odd.

Every Hertz I've rented lately (3) has had a GPS. Even though I don't need it, and have to keep turning it off lest they charge me for it.

Hertz stranded me in LA one year despite me having my driver's license, current insurance card, the credit card I made the reservation with, and my frickin' birth certificate ID card. And the corporate execs later responded to my written complaint more or less with "sucks to be you, we don't feel obligated to honor agreements."

If there's any way I can encourage people to use Enterprise, Budget Rent a Car, or any other company that actually makes customer service a priority I want to take the opportunity.

I had a very similar experience with both Enterprise and Budget quite a few years ago. I avoided them for years, but eventually hit the point where I decided it was an isolated incident.
