So, now I just have to get brave enough to wear that dress without something covering my arms, right? Because I have ... issues about showing my upper arms.
This is my issue with the dress as well. And then I'm generally anti buying something I need to buy something else in order to wear it.
I like that idea. Especially since I'm incapable of knitting or crocheting anything.

And a question for you exercise-y types: do tricep dips actually work for toning a person's upper arms? Is there something more effective I could be doing that doesn't involve having weights around?

I find they do. I also do the closed-position push-ups (hands together, fingers and thumb forming a diamond-shape) for the upper arms. Oh! Plank position in yoga is good, too.
