Tommyrot, that was a HUGE scandal here in DC. After the acting AG refused to sign, Gonzalez and Card went to Ashcroft's hospital room and tried to get him to sign off on it after he'd had surgery. He also refused, and apparently was quite elegant in his refusal. It got so bad that memfault!in the FBI ordered agents to be sent to Ashcroft's room to make sure that he was not coerced into signing something when he was not lucid.
