The guest parking passes in Berkeley were like this, too, and you had to tell the city the lic # when you picked up the pass until I, and people like me, complained that the city shouldn't have a list of people who were coming to town. MYOB city of Berkeley!

You might also write the convention and visitors' bureau, megan, and stress how tourist-unfriendly this is to everyone you write. Tourists and conventioneers are important parts of the economy.
