Yep. If we agree to hand over the keys now and vacate, the PM will most likely keep our deposit (which is a full month's rent) and possibly sue us for the cost of the cleaning.

Oregon gave me a scannable paper license and the real one arrived in well under a week. Different states, different weirdness.
I did have to take the written (shutupshutupshutup, yes I failed the first time because I hadn't even looked at the booklet. Who goes to the DMV and gets called up two minutes later? I am from California, I figured I had a couple of hours...) but not the driving because I was swapping from one validly licensed state to another.
Um, and I might have waited two and a half years until my CA was expiring. But I would have been mildly in trouble (fixit ticket) if I'd been pulled over during that time.

In NC, everyone has to take the written, and it's a constant refrain from new arrivals that they (a) failed the first time and (b) didn't think you'd have to study for such a thing once you'd been driving for a while. IOW, I'm not about to laugh at you.
On the plus side, they do make you a license on the spot, and if it's a really slow day they might even let you have a do-over on an especially bad photo.

CA makes you take the written as well, and they make you RE-TAKE it if you're there for any sort of state change (new classification, new address) on your DL and it's been over a year since you took it. Got ambushed by that one last year when I went to take the motorcycle written.
Nicole's bf said that it is a basic trade in, no written automatically necessary, but I forgot to ask if I got instant license or not.
I'll encourage mom to go get hers and have her be my guinne pig informant.
