Seems to me that it's just filling out the customs card early. This just enables them to centralize the information.

I just bought a bag of frozen edamame with a big picture of Dora the Explorer on it! I had edamame on my shopping list anyway, then I saw the Dora package and figured why not. Though I just realized that this is actually a big bag containing lots of little portion-sized bags, which was not what I wanted. Oh well.
