Or you can just take an action and name a basestar of your choice to receive your Message of Love.

The civvies are safe from nukage. Unless of course you draw the Crisis "Civilian Ship Nuked", I mean, it's right there in the title. You may nuke without fear of collateral damage.
This changes in Exodus, where you choose a space sector, and a roll of 8 destroys everything in that sector.
