What's the deal with civvies and nukes in this brave new world that has Pegasus in it?
The civvies are safe from nukage. Unless of course you draw the Crisis "Civilian Ship Nuked", I mean, it's right there in the title. You may nuke without fear of collateral damage.
This changes in Exodus, where you choose a space sector, and a roll of 8 destroys everything in that sector.

In that case, I think the nuclear option will be more effective than two Weapons shots. And Starbuck is in a viper, so she can take two actions on her turn, so an XO wouldn't make much difference there.
