I don't think there's any reason you need to be in the Brig, Dee, unless Madame President knows something I don't.
However, I think you were just unfortunate enough to be the logical person to Brig. (Well, you or Ellen.) Roslin wasn't going to Brig herself, I've proved myself trustworthy, I think, and Brigging Gaeta would have made you Admiral, and at the moment he hasn't done anything to arose suspicion either. So it made sense to leave him Admiral by not brigging him.
