Members of the crew, people sometimes ask me, "Pradmiralissimo", they ask, "What constitutes an emergency?" Emergencies, I find, are a lot like pornography. At the time you just feel so alive, but afterwards, so dirty Hard to define, but I know it when I see it.
And this is important, because sabotaging our water is not an emergency, although it could have been an emergency. In fact, the only reason it is not an emergency is because I could declare it to be an emergency, as a result of which there is no need to declare it an emergency.
