Besides morale, which is okay, all our resources are now at 3.

Since we only need to go 1 distance, I think it's safe to say that whichever distance uses the least fuel should be the primary consideration, even if that puts ships back on the board.

If you have the opportunity to risk a raptor for resources, I say the Admiral should go for it, especially if he has an SP.

Actually, a 7 or better (becomes a 5 or better with the SP). Not that it matters here. Look at that! The Virgons decided to enjoy our hospitality. How thoughtful of them!

I have looked at our options for where we chart a course, and--making sure I got clarification from the GM that this is how it works--as we only need a brief (1 distance) jump to the next point before preparing the final jump to Kobol...

I have picked a Distance 1 card. It costs 1 fuel but we can risk a raptor to get fuel on a 3+. I have played a P3 Strategic Planning so no matter what we roll, that's an autosuccess so no net fuel loss.
