I'm assuming Zarek will first draw a Quorum card and then play one. Perhaps even twice.
I don't know what cards you have, but gaining food is obviously first priority.
If you don't have two Food Rationing cards, you might consider using one of the quorum cards that allows you to draw more cards (since we probably won't be activating either Admiral's Quarters or Administration, they will have no other effect).

Esteemed Quorum members, I know times seem bleak but I assure you we are close to finding a new home. Still, just to be safe, I believe we must implement a program of food rationing. What say ye?

My plan is to play two food rationing cards but even with SP they're a 50/50 shot at +1 food. Is it possible there's a quorum card still in the deck that will be better for us?

Not that I can think of offhand. There are ones to increase morale, of course. There's that one that destroys ships/centurions, but there's nothing on the board now.

There's also my OPG. If I play two ration cards to no avail, should I go find a copy of To Serve Man ?

D is playing a war game on his PS3 and I can hear one of the other players getting chewed out by his mother for not cleaning the bathroom.
Almost makes up for the brats kicking your ass and laughing at how much you suck.
D was certainly enjoying it. She went on for a good three minutes.
Surprised she didn't turn off the game. My Atari sure got turned off like that a LOT as a kid.
