I know a damaged location can't be activated, so none of the players can launch themselves in vipers, but can we still (as illogical as it sounds) use command to launch RSVs?

Well crap, we have a damaged hangar so we can't even launch vipers.

I'd rather reserve the nuke launch. If I can use it and take out a few Raiders at the same time then I think it might be worthwhile.

With no raiders in the air, we are better served shooting at those crystals with Galactica, not a viper. Viper needs a perfect roll, if memory serves correct, to score a hit. Only launch vipers when there are raiders near civvies.
