Um. If raiders activate, will the folks in sector 3 move to sector 4? If so, I think nuke is a better option, and hope to wipe out a bunch of bad guys in one swoop. Plus, keep new guys from launching. Just a thought. But your the skipper, Adama.

Yes. If raiders activate, as it currently stands, raiders in Sector 6 will attack the RSVs, raiders in Sector 3 will move to Sector 4, and raiders in Sector 4 will destroy civvies A and B.

You can't launch into Sector 4, but note that the CAG OPG ability gives you six viper activations. You can activate six vipers once, or one viper six times or anything in between. Each activation may be used to launch, move or fire, in any order as you see fit.
