I can help very little with the crisis check. Unless folks have some very nice cards they can play, I'm leaning towards option 2. I hate to take the Morale hit, but it's better than both Morale and Population.

This is when I wish we could be less vague so we don't waste cards.
It sounds like we are wanting option 1. Any objections?

I'm concerned about the high value of thus skill check, and depleting our cards with 2 baseships in our space. I'm leaning towards option 2. What is the group feelings on this?

I think we end up losing a lot fewer cards if we go with option 2 but if we go for the skill check and pass it'll be a rare occasion when one of our resources increases.
