Administrative: if we play tylium planet, it burns a fuel THEN have the chance to gain some back. Do we not lose the game immediatly before the roll?

No; you lose if a resource is at 0 at the end of a turn. If a resource drops to 0 during a turn, and you can raise it again before the end of that same turn, the game continues.

Either way, I'm hoping Ragnar Anchorage pops up in my choices.

There's only one Ragnar Anchorage in the deck, so you won't see another one of them. There are 4 Tylium Planets in the deck.

No, Ragnar Anchorage was your last destination, and that's the only one, so it's not an option for your next jump. I am of course not at liberty to divulge the location that Apollo buried.
