1. Your lowest resource is still Fuel at 2 (I'm sure that's a great comfort).
b) If you pass the check you lose nothing.
If you have COs, feel free to send 'em in. You're still in the brig of course, so you're limited to one card.

Anyway, our group called the Queen of Spades "The Bitch" when playing. And one friend, when he would successfully force another player to take The Bitch would croon:
