Eh. I'm pretty certain what Laga was suggesting was playing the Consolidate Power in order to possibly have a strategic planning handy for the second action which would have been firing at the Basestar. Since the first of her actions has been taken, it seems pretty clear that she'd fire again.
I totally understand if you feel the need to wait but I think you're interpreting Laga's response wrong.
